Reduce your speed in rainy weather since wet roads are slippery reducing the time you have to come to a stop. Add to that the fact that you can lose control of your vehicle, skidding out of control on wet pavement. A reduction in speed gives you more time to react to dangerous situations.
Standing water on the road can mean a number of things. It could mean there is a puddle of water that can cause you to hydroplane if you hit it at too high a speed. Something else to consider when you see water over the road is whether or not the road has been washed out.
